Today, it is a great honor and pleasure for us to be invited by China Law Society to the Launching Ceremony of Huanyu Center for China-ASEAN Legal Cooperation and Annual Meeting of Alumni Association of China-ASEAN Legal Training Base in beautiful island of Haikou city, Hainan province.
On behalf of Royal Government of Cambodia and Ministry of Justice, I would like to take this opportunity to sincerely thank China Law Society for having continuously supported and cooperated the Ministry of Justice of Cambodia, especially, H.E. Madame Liu Yang, Executive Vice-President of China Law Society, Governor of Hainan province and Leaders Huanyu Center for China-ASEAN Legal Cooperation for hosting this event and for providing all facilities to enable its success. Thank you also for your warm hospitality accorded to us and the efforts in making our stay comfortable and pleasant.
I would also like to congratulate China Law Society for its continued efforts and good performance in organising this event to promote a high-level dialogue for China-ASEAN legal professionals to further develop information and experiences sharing, deepen our friendship and mutual understanding, strengthen legal cooperation and contribute to common development of the region.
I am strongly confident that mutual understanding and harmonisation of legal systems in China and ASEAN countries especially in Civil Laws, Commercial Laws and IP Laws could promote further business transaction and Legal Cooperation which are crucial for development, economic integration and peace in the region. In legal cooperation and integration issue, Cambodia is almost ready by building and enhancing legal framework (especially in the field of Civil Laws, Commercial Laws and IP Laws) to support trans-border business activities andto enter in integrated trade and market. I would remind that on the international trade side, Cambodia is deeply integrated at the regional and international level. Since Cambodia became member of ASEAN (1999) and WTO (2004), Cambodia is approaching further to joint many Free Trade Areas with dialogues partners of ASEAN, such as China, Japan, the Republic of Korea, Australia, New Zealand, India, and European Union.
Last November 2011, Ministry of Justice of Cambodia, as host country, has successfully organized the 14th ASEAN Seniors Law Meeting (ASLOM) and 8th ASEAN Law Ministers Meeting (ALMM) with great achievements in term of strengthening mutual understanding of legal systems and harmonizing judicial institutions of ASEAN countries to promote and develop legal cooperation and integration of ASEAN Member States. And for the year 2012, as Chair of ASEAN, Cambodia will play a greater important role in further promoting legal cooperation and economic development of ASEAN.
Excellencies, Ladies and Gentlemen,
Let me recall historic background of our continuous efforts for further legal cooperation and creation of the Huanyu Center for China-ASEAN Legal Cooperation which gathers us all here today for its Launching Ceremony. We note that, with strong and continuous support from the legal professionals of China and ASEAN countries, CAFTA Legal Cooperation Centre was founded during the 5th China-ASEAN Forum on Legal Cooperation and Development on September 27, 2011 in Kuala Lumpur, Malaysia. At the beginning of 2012, the center renamed as Huanyu Center for China-ASEAN Legal Cooperation and its head office is located in Haikou city, Hainan Province, China. This achievement will be aimed to perform as the service center to integrate resources throughout China-ASEAN and facilitating the communication and cooperation among the practical fields and academic fields of China and ASEAN countries and integrating the legal service resources and the economic and social resources.
I personally think that an economic development and integration in greater manner in China ASEAN region needs a greater legal cooperation and harmonization of legal systems. The Center would be very helpful in this achievementif it could play this important role in promoting mutual understanding of legal professionals and harmonizing Legal system of China-ASEAN countries, especially, in Civil laws, Commercial Laws and IP laws. And I hope that the Center could fulfill its missions and help achieve our common goal by offering academic exchange and communication platform, supplying advice for governments, business groups and other agencies and providing intellectual support to reach a closer legal cooperation and more integrated development in the region.
I strongly believe that joint efforts of Your Excellencies, Ladies and Gentlemen present here today, will provide important insights to further support development of legal framework and building capacity of legal and judicial institutions in order to strengthen and expand cooperation between China and ASEAN, especially support the Center to enhance the CAFTA legal service quality, improve the efficiency of the transnational legal service throughout CAFTA, contribute to the China-ASEAN cooperation in the fields of trade, investment, tourism, education, culture, etc.,
In concluding, I would like to express our strong support to Huanyu Center for China-ASEAN Legal Cooperation and China-ASEAN Legal Training Base Program and wish them great achievements and success in their important missions to boost legal cooperation and economic integration in China-ASEAN region.
Once again, I sincerely thank TO China Law Society, Governor of Hainan province and Leaders Huanyu Center for China-ASEAN Legal Cooperation for their warmest welcome and hospitality and wish you all a fruitful and successful meeting.
